The Technology Delivery Lead Developer role is a hands-on role focused on designing, developing, and maintaining application development frameworks which help integrate vendor and proprietary solutions that support scalable, secure, reusable solutions across the Compliance, Surveillance and Supervision area. Responsibilities include planning, designing, and developing common development components which will be used across delivery workstreams. The ideal candidate will have a strong hands-on background in Java based micro-service architecture, batch and streaming architecture, as well as big data technologies like databricks (spark), kafka and so on. Experience in reusable components or configuration driven development is an advantage. This role requires experience within the financial services industry, specifically in compliance, trade surveillance and/or capital markets domains including trading lifecycles.
Responsibilities:
- Lead the creation and enhancement of development frameworks, starting with foundational building blocks, utilities, and wrappers.
- Expand development and maintenance of critical services which support all deployments across the stream.
- Develop policies, guiding principles and standards to govern how developers across the Compliance area can contribute to this framework.
- Lead knowledge transfer with functional development teams to ensure the right foundational capabilities are delivered in-line with expectations.
- Review detailed solution designs to ensure it meets requirements and comply with the architectural and security standards of TDS.
- Champion the creation of product-based CI/CD pipelines for the creation of common release artifacts.
- Contribute to the development of project plans by providing input and managing projects / initiatives by directing assigned resources, communicating project status, and providing timely escalation of issues.
- Provide expert consultation and participate as a technical subject matter expert on projects of moderate to high risk and complexity.
- Build consensus and facilitate collaboration and decision-making within/across technical and functional stakeholders to ensure consistent application of IT strategy and compliance with architecture framework.
- Work effectively as a team, supporting other members of the team in achieving business objectives and providing client services.
Required Skills:
- Strong hands-on experience in back-end development technologies and frameworks, including:
- Java RESTful services (Spring boot)
- SQL and NoSQL databases
- Message queue technologies (Kafka)
- Event-based architecture
- Experience in the development of technology architecture.
- Experience with Big data technology (Databricks, ADLS), Data Analytics and AI
- Strong experience with object-oriented programming mainly java
- Hands-on experience with integration projects involving multiple systems and platforms.
- In-depth knowledge of data strategy, governance, and integration.
- Ability to analyze complex trading, order, and market data to identify potential surveillance gaps or anomalies.
- Demonstrated leadership skills, including the ability to motivate and inspire teams.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Strong problem-solving and analytical abilities, with keen attention to detail.
- Experience in driving technology strategies and roadmaps aligned with business objectives.
- Knowledge of emerging technologies and trends in the industry.
- Familiarity with agile methodologies and experience in leading agile teams.
- Ability to manage multiple priorities and work in a fast-paced, dynamic environment.
- Continuous learning mindset and a passion for keeping up with industry advancements.
- Ability to build and maintain effective relationships with both internal and external stakeholders.
Education & Experience:
- Minimum bachelor's degree in computer science or related field.
- 7+ years related experience required.
- Experience in software development, including proficiency in programming languages, databases, and development frameworks.
- Knowledge of financial industry trade surveillance, market abuse monitoring and/or global markets domain experience, including trading lifecycles.
- Experience with cloud technologies and architecture.
- Experience with Big Data tools and technologies.
- Excellent problem-solving skills and the ability to think critically and strategically.
- Strong communication and collaboration skills to work effectively with cross-functional teams.
The VP TDS - Tech Solutions is accountable for day to day management of a team of IT professionals (including both permanent and contract resources) in supporting assigned business clients / internal partners / stakeholder needs and requirements. May be involved in negotiating technology costs and scope in forecasting, planning process with subset of business clients within an overall Segment CIO or within a key technology Functional area.

- Advanced knowledge and understanding of assigned business and bank technology standards (e.g., infrastructure, architecture, processes, applications, platforms, services) and managing people / projects

- Responsible for managing multiple teams and/or projects with increasing degree of complexity and broad scope (e.g., multi-function within line of business)
- Works independently and often autonomously in the management of projects, teams and operational disciplines and develops strategic thinking/ planning in the execution of work plans with a short to medium term business perspective
- Manages system enhancements, new releases or projects typically focused on a specific product/application of moderate scope and complexity
- Manages/Leads a group (e.g., Less Than 25) of IT professionals (e.g., developers, analysts, specialists, administrators and project managers)
- Orchestrates the development of resolutions, plans and strategies for operational advancement
- Generally reports to Sr. Manager or Executive role
Education & Experience:
- Undergraduate degree or Technical Certificate
