Reports To: Senior Director, Human Resources
Salary: Commensurate with level of experience; total compensation includes a competitive benefits plan, plus a defined benefit pension plan (HOOPP)
Hours: 35 hours/week
Job Type: Hybrid (minimum 1 day per week on-site)
Status: Full-time, Permanent
Position Summary
The Ontario Institute for Cancer Research (OICR) is seeking a Manager, Talent Development, Equity, Diversity and Inclusion to join the Human Resources team on a permanent basis.
Reporting to the Senior Director of Human Resources, this role will ensure that OICR has best practices in place to attract and retain the highly talented individuals needed to deliver on OICR’s vision, mission and strategic plan. Key areas of responsibility include Talent Management, Equity, Diversity and Inclusion, Employee Engagement and Recognition.
Flexible work including hybrid work arrangement from home and office is available. The individual is expected to work onsite at least one day per week.
Position Responsibilities
- Create and manage the OICR talent management processes. Consult with senior management to ensure robust development and succession plans are in place for identified top talent, critical positions and successors.
- Implement and manage the Leadership Development, Performance Management and Mentoring programs and systems.
- Consult with management to identify staff learning and development needs. Develop and implement innovative, efficient and effective programs.
- Lead the triennial employee engagement survey and action.
- Work in partnership with the Strategy and Governance team members who co-lead OICR’s Equity, Diversity and Inclusion (EDI) program with Human Resources. Participate and contribute best practices as a key member of the EDI Committee, track HR related EDI budget items.
- Lead EDI initiatives undertaken by the HR department including the demographic survey and analysis, professional growth and advancement initiatives, talent outreach.
- Manage policies and programs related to Talent, EDI, Employee Recognition, and Engagement.
- Develop and deliver internal training related to Talent and EDI initiatives. Effectively leverage the learning management system is support of Talent & EDI Programs.
- Identify and manage external vendors including managing the request for proposal process (in partnership with procurement).
- Partner with the HR Manager responsible for Recruitment and Employee Relations and the HR Advisor responsible for Compensation to ensure Talent and EDI programs are aligned and effective. Support Employee Relations as needed including workplace investigations.
- Manage one staff member – at the HR Co-op/Coordinator/Sr Coordinator level.
Qualifications
- Bachelor’s degree in Human Resources, Business, Commerce or related field, or equivalent education and experience.
- Experience managing staff required.
- Progressive experience in Human Resources including Talent Management and EDI.
- Talent Management experience to include participating in or leading a talent review process, managing vendors, coordinating coaching and assessments, consulting with managers on learning and development solutions.
- EDI experience to include implementation and analysis of demographic surveys, EDI action planning, implementing EDI programs and processes.
- Experience with the request for proposal (RFP) process in a public sector environment to engage vendors.
- Skilled communicator (both written and verbal), ability to present in person and on-line to all levels of staff including executives. Ability to deliver training programs to groups including senior management. Ability to write clear communications.
- Skilled at consulting with managers on having development conversations with their teams, advancement and retention strategies.
- Organized, self-starter.
- Ability to anticipate needs and propose innovative ideas and solutions.
- Experience writing HR policies.
- In-depth knowledge of trends and best practices in Talent Management and EDI.
- Skilled in Word, PowerPoint, Excel, Adobe Pro.
- Experience with HR systems including Learning Management and Performance Management Systems.
