Position: Senior Program Manager

Location: MaRS Centre, Toronto

Department: Implementation Science and Practice

Reports To: Head, Implementation Science

Hiring Range: $111,000 to 123,500 per annum, commensurate with level of experience; total compensation includes a competitive benefits plan (Sun Life), plus a defined benefit pension plan (HOOPP)

Hours: 35 hours/week

Position Summary

The Ontario Institute for Cancer Research (OICR) is looking to fill an existing vacancy for a Senior Program Manager for Implementation Science and Practice (ISP).

Working with the Lead(s) of Implementation Science and Practice, the Senior Program Manager will function as the central interface between ISP, the scientific community, Ontario Health and other key stakeholders to assist in coordinating resources for the newly created ISP program at OICR. The Senior Program Manager will be responsible for assisting with all planning, administrative and reporting activities within ISP. This role will have significant engagement responsibilities, interacting frequently with the ISP co-leads, other project managers and Principal Investigators (PIs) from various research networks across Ontario, and with key individuals at Ontario Health and the Ministry of Health. The Senior Program Manager will also be responsible for the OICR-based administrative functions required to support ISP such as finance, human resources, legal, grants and awards, procurement and communications.

Position Responsibilities

  • Act as a central point of contact for all administrative and research-oriented communications and reporting activities including budget oversight, operations planning, policies, key performance metrics
    • Bi-weekly meetings with ISP lead(s) to keep them up to date on all activities
    • Central point of contact for budget, operations, communication, annual & quarterly reports
  • Nurture, build, and maintain internal and external collaborative relationships/agreements with Ontario Health to build the Cancer Solutions Hub
    • Liaise and develop working relationships with key individuals at Ontario Health and other health care policy stakeholders
    • Identify other key individuals and groups that will contribute to the Cancer Solutions Hub operations
  • Assist in developing and actioning strategic priorities for the Cancer Solutions Hub
  • Oversee the evolution of the Implementation Laboratory and the pan-Canadian lab leaders network
  • Manage resources including budget and material requirements for the program and report on a regular basis to ensure accuracy and compliance among project teams. Identify gaps and work with PIs to fill gaps
    • Manage overall ISP budget and OICR reporting
    • Ensure reporting at partner institutions is consistent with OICR records
    • Maintain close communication with OICR Finance department
  • Assist in sourcing additional personnel and resources as required
  • Develop and maintain operating protocols for ISP activities
  • Plan, schedule and organize team meetings, keep clear minutes, capture assignment of action items and ensure follow-up
  • Create and manage resource workflow plans in accordance with budget allocations and project deliverables
  • Effectively manage project in accordance with OICR’s policies and procedures
  • Consult with Legal and Privacy, Ethics and Grant services when necessary
  • Create project specifications/requirements (task breakdown lists), schedules, milestones/deliverables and review practices
  • Collect and review annual scientific reports from partner institutions
  • Create and maintain project documentation and communicate these to all affected stakeholders required (i.e., plans, specifications, reports, minutes, briefings, scope changes, budget analyses, resource workflow plans)
  • Communicate regularly with executive management and administration regarding the status of current project initiatives; obtain executive guidance and approval as required to advance initiatives
  • Update and consult the relevant stakeholders via meetings and emails
  • Prepare any reports as required by OICR


Strategic Planning

  • Provide advice to the ISP lead(s) regarding the development, planning and implementation of projects that will support the goals and priorities of the ISP program
  • Identify risks and work with ISP lead(s) to execute mitigation plans, revise as appropriate and elevate status/priority to relevant stakeholders where required


Support Collaborative Activities

  • Liaise with partner institutions to facilitate sharing of information, reuse of materials/ideas/approaches, cross-pollination and collaboration of synergistic ideas/tools/processes/projects
    • Assist with DTA/MTA execution
    • Complete all local REB applications at various sites, maintain approvals
  • Liaise with Legal Counsel to propose, evaluate, accept and execute on third party services/products if/where required
  • Perform cross-functional and/or other duties consistent with the job classification, as assigned or requested


Position Requirements

  • Master’s degree in a scientific discipline such as oncology, genetics, molecular biology, a related discipline, or a recognized equivalent
  • Work experience in cancer genetics in a research or health care setting
  • Formal project or business management training (e.g., Project Management Professional (PMP), MBA, etc.), or equivalent experience
